Isack Hadjar is on the cusps of a grid penalty, following several engine component changes ahead of third practice at the Dutch Grand Prix.  As final practice got underway, it was confirmed that Racing Bulls had fitted the French-Algerian with his final legal internal combustion engine, turbocharger, motor generator unit-kinetic and motor generator unit-heat. Each driver can use four of each component during a season before incurring a penalty, with Hadjar now on the last of each.  He has also received a new exhaust, but still has several within his pool for the season before receiving a penalty for an exhaust change.  The opening day at Zandvoort was difficult for the rookie, who missed a large portion of second practice after grinding to a halt following a power unit issue.
